Isn't Exceptionalism be properly some theory about the fact of American Exception?

"The Conservative Party firmly embraces American Exception" is perhaps too curt for them?
There are also some people going on about human exceptionalism. They too never say "human exception".
Not only too curt, but also too confusing. I presume they prefer to be understood, rather than cute.
